Don’t Wait for the Storm: What Bay County Homeowners Need to Know About Flood Insurance

Every June, hurricane season officially begins — and every year, Bay County homeowners learn the same hard lesson too late: flood insurance doesn’t work like auto or home insurance. You can’t buy it the day the storm appears on the radar.

Here’s what you need to know before the next storm forms in the Gulf. Most flood insurance policies — including those through the National Flood Insurance Program (NFIP) — come with a 30-day waiting period before coverage takes effect. That means if you purchase a policy today, you won’t have coverage for a full month. There are limited exceptions. A policy purchased in connection with a home closing typically takes effect immediately. But for the vast majority of homeowners shopping for flood coverage on their own the clock starts ticking from the date of purchase — not the date of the storm.

With named storms now forming earlier in the season and moving faster than ever, that 30-day window can close in a hurry.

Bay County sits along Florida’s Gulf Coast, surrounded by St. Andrews Bay, the Intracoastal Waterway, North Bay, and West Bay. Much of the county — including parts of Panama City Beach, Lynn Haven, and Panama City — carries Zone AE or Zone A flood designations, meaning properties face a 1% annual chance of flooding, which adds up to a 26% chance of flooding over the life of a 30-year mortgage.

And it’s not just coastal properties. Bay County updated its FEMA flood maps in October 2024 for the first time since 2009. Some properties that were previously outside a flood zone are now inside one — and their owners may not even know it yet.

Flooding in this area doesn’t only come from storm surge. Heavy rainfall, drainage backup, and rising inland waterways all cause flood damage — and none of that is covered by a standard homeowners insurance policy.

Bay County participates in FEMA’s Community Rating System (CRS) and holds a Class 5 rating — one of the better ratings in the state. That translates to a 25% discount on NFIP flood insurance premiums for every policyholder in the county, regardless of whether your property is inside or outside a flood zone.

The average annual NFIP premium in Bay County is one of the lower figures in coastal Florida. For many homeowners, that cost is far less than the deductible on a single flood claim.

Hurricane season runs June 1 through November 30. The time to buy flood insurance is now — not when a storm is named, not when the watches are posted, and not after the rain starts.
