New TidalHealth Campus Will Expand Access in Millsboro

For nearly 130 years, TidalHealth has cared for the people of Delmarva. Since Dr. George Todd first began caring for families across the region in 1897, the health system’s commitment has remained the same: improving the health of the communities it serves. 

Today, healthcare is changing — and so are the needs of the community. 

The future of healthcare is about helping people stay healthy, managing chronic disease earlier, improving access to physicians and specialists, and delivering the right care in the right place at the right time. 

That is the vision behind the TidalHealth Mid-Sussex Campus, which is being built along Route 113 in northern Millsboro and is expected to open in summer 2027.  

TidalHealth broke ground on the three-building campus in July 2025, and work has continued to progress since then. By the time summer 2026 came to an end, site work was more than 85 percent complete, and the first building was more than 65 percent complete. During the summer, interior wall installation and mechanical, electrical and plumbing work were underway. 

This integrated healthcare campus is designed to bring together the services people need most — close to home, coordinated around the patient and focused on prevention, wellness, access and long-term community health. 

“The TidalHealth Mid-Sussex Campus represents the next chapter in our commitment to Sussex County and all of Delmarva,” said Steve Leonard, Ph.D., MBA, FACHE, president and CEO of TidalHealth. “Healthcare today must be more accessible, more connected and focused on keeping people healthy. This campus is designed to meet the needs of our growing community while ensuring patients can receive high-quality care close to where they live and work.” 

Paul Sonder, MBA, senior director of Cancer Services, is leading operational, clinical and support functions to ensure site readiness, collaborating with numerous departments on the project.

He said the following specialties will be located on-site, along with a laboratory and retail pharmacy.

  • Endocrinology
  • Gastroenterology
  • General surgery
  • Imaging
  • Neurology
  • Neurosurgery
  • Non-oncologic infusion
  • Orthopedics
  • Primary care
  • Pulmonology
  • Rheumatology
  • Urology

“Located on Route 113, the site features a three-story facility designed around coastal, ocean and river themes,” Sonder said. “The site also includes a boardwalk-style outdoor space that provides a scenic overlook of a large pond.”

The campus is expected to open in summer 2027.

Meeting a growing need 

Millsboro, Georgetown and central Sussex County are among the fastest-growing areas in Delaware. As the population grows and ages, demand for healthcare services continues to rise. 

Providing care in convenient outpatient settings helps reduce unnecessary healthcare spending while improving access and the patient experience. That means better value for patients, employers, taxpayers and the healthcare system — while allowing hospitals to focus on the patients who truly need hospital-level care. 

The TidalHealth Mid-Sussex Campus reflects TidalHealth’s continued commitment to Sussex County — expanding access to high-quality care, supporting future growth, training the next generation of healthcare professionals and helping our community become healthier for generations to come.
